Compliance, Tenders & Grants

Technical and organisational support for governance, tender participation, preliminary checks and development opportunities.

Requirements and evidence

Requirements are read upfront, not discovered later.

Whether it is a 231 organisational model, a tender specification or a grant application, the starting point is the same: establishing which requirements actually apply and what evidence is needed to demonstrate them. From there we build the organisational controls and the technical dossier, alongside qualified professionals wherever the matter is a legal one.

Product conformity

A conforming product is not one that is safe by reputation.

Organisational compliance is about how a company behaves; product conformity is about what the company places on the market, and it answers to rules of its own. The common thread is documentation: conformity is not asserted, it is demonstrated with a file that withstands inspection.

The first question is almost never which marking do we need, but who is the manufacturer: whoever builds a machine is one, but so is whoever assembles several items of equipment into an assembly that did not exist before, whoever imports from outside the European Union under their own brand, and whoever substantially modifies a machine already in service. From there the path is always the same: applicable legislation, conformity assessment procedure, essential safety requirements documented, technical file kept current.

Two sides then remain, and they fall on different people inside a company: the manufacturer answers for the product the moment it is placed on the market, the employer answers for the equipment handed to their workers even when it was bought marked. Doing one well does not make up for the other. And a file built while the product is being made costs a fraction of rebuilding it afterwards, with the drawings scattered and an enforcement authority waiting for an answer.

CE marking of machinery and medical devices: our network of professionals covers the expertise needed to reach the objectives your company has set.

CE marking of equipmentMachinery and equipment falling under Directive 2006/42/EC, transposed in Italy by Legislative Decree 17/2010: identifying the applicable directive, the conformity assessment procedure and the essential health and safety requirements.
Technical fileBuilding and maintaining the file: risk assessment, drawings and diagrams, harmonised standards applied, tests carried out, operating and maintenance manual. This is the document that must be produced on request by the surveillance authority.
EC declaration of conformityDrafting the document by which the manufacturer takes responsibility for conformity, and checking that what is declared matches what the technical file actually documents.
Partly completed machineryDeclaration of incorporation and assembly instructions for products intended to be built into a larger assembly, which carry no CE marking of their own.
Machinery Regulation (EU) 2023/1230The regulation replaces the Machinery Directive and applies from 20 January 2027: gap analysis against the existing technical file and a plan to close it.
UKCA markingConformity for the British market after Brexit: technical documentation, UK responsible person, and how the route differs from CE.
Medical devices — MDR (EU) 2017/745Risk classification, choice of procedure, technical documentation, clinical evaluation, dealings with the notified body, Eudamed registration and post-market surveillance.
In vitro diagnostics — IVDR (EU) 2017/746Classes A, B, C and D, transitional periods extended by Regulation (EU) 2024/1860, and the duty to give notice of supply interruptions.
Equipment already in serviceThe employer's side: Article 71 of Legislative Decree 81/08, the periodic inspections in Annex VII, and bringing into compliance machinery that is unmarked or was modified after being placed on the market.

Where's the best place to start?

Three questions to build a preliminary orientation. No personal data required.

The result is not technical or legal advice and does not replace verification of requirements, regulations, obligations, deadlines and documentation for the specific case.

The tender path

A tender is won earlier, on the paperwork.

The technical bid matters, but it comes fourth. First come the dates, eligibility, and an administrative file that leaves nothing to challenge. This is the order in which we prepare it, and what goes into each step.

The documents required, the deadlines and the way they must be submitted change with every tender and with the rules of the contracting authority’s e-procurement platform: we read them in each tender’s own regulations, never from a standard template.
